Duties

As a Financial Management Specialist you will be responsible for the following:

Review and apply policies and procedures for the administration of labor codes used agency wide, contribute to preparation of reports from Cost Activity Codes (CACS) and other agency financial and workload management systems, and review and analyze periodic reports for accuracy.

Review Part 170 Fee Recoverable CACS and Enterprise Project Identifier codes (EPID) working with Program Offices and OCFO staff to identify the work tracked and ensure compliance with current policies.

Perform analysis of conventional-type financial management issues and contribute to analytics and data dashboards and reports to support branch functions and decision-making.

Assess and provide input regarding functions within the branch for automation eligibility.

Participate in the preparation of briefing, staff papers, correspondence pertaining to labor administration, accounts receivable, and fee matters.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

Specialized experience for the grade 11 is equivalent to the next lower grade (GG-10) and is defined as knowledge and understanding of financial systems, financial management policies, theories, concepts, principles and standards, developing data visualization models, and Robotic Process Automation (RPA) in order to provide and analyze information and data associated with the labor administration, fee billing and collections functional areas. Specialized experience includes progressively responsible experience that is in, or closely related to, the work of the position that has provided the particular knowledge, skills, and abilities to successfully perform the duties of the position at the GG-11 grade level.

Specialized experience for the grade 12 is equivalent to the next lower grade (GG-11) and is defined as demonstrated knowledge and understanding of financial systems, financial management policies, theories, concepts, principles and standards, developing data visualization models, and Robotic Process Automation (RPA) in order to provide and perform moderately complex analysis of information and data associated with the labor administration, fee billing and collections functional areas. Specialized experience includes progressively responsible experience that is in, or closely related to, the work of the position that has provided the particular knowledge, skills, and abilities to successfully perform the duties of the position at the GG-12 grade level.

Specialized experience for the grade 13 is equivalent to the next lower grade (GG-12) and is defined demonstrated explicit knowledge and thorough understanding of financial systems, financial management policies, theories, concepts, principles and standards, developing data visualization models, and Robotic Process Automation (RPA) in order to provide and perform highly complex analysis of information and data associated with the labor administration, fee billing and collections functional areas. Specialized experience includes progressively responsible experience that is in, or closely related to, the work of the position that has provided the particular knowledge, skills, and abilities to successfully perform the duties of the position at the GG-13 grade level.

The ideal candidate will be able to demonstrate the following:

  1. The ability to analyze and review financial data for accuracy, identify discrepancies and ensure the necessary corrections are made.
  2. Knowledge of computer systems, data management systems and software sufficient to provide management and oversight of a billing program.
  3. The ability to communicate and present programmatic and financial information, ideas and advice in a clear, concise, and logical manner, both orally and in writing.
  4. The ability to establish and maintain effective work relationships with all levels of personnel.
  5. Knowledge in the application of Robotic Process Automation (RPA) and skill in identifying functions for automation.
