Statement of Purpose

This position is responsible for providing experienced Oracle support in maintaining and improving operation of the E-Commerce websites. Position pursues a variety of improvements in operation of the websites over several critical areas such as search engine optimization, marketing and assigning periodic updates to feature products and other OCC website functions.

Responsibility for the Work of Others

Works on project-team basis with many other members of staff; serve as project team leader, coordinating objectives and project responsibilities. Holds responsibility for providing current progress statistics to management and team members, and for managing relationships with Federal contracts personnel, internal stakeholders, and internal support work required, e.g., with Accounting and IT departments, management, and staff. Position is also responsible for training internal E-Commerce staff in their ongoing partial support of this work.

A bachelors degree preferred from a regionally accredited university or college or equivalent experience; e-commerce, business administration, information technology, or marketing preferred. An equivalent combination of education and experience is also acceptable.

Training and Specialized Knowledge
  • Background in e-commerce, B2B, B2G, and related applications are essential.
  • Experience with SQL Developer and SEO a plus.
  • Exceptional analytic, project management, and communication skills (oral and written) are essential.
  • Experience with spreadsheets and database management are a must.
  • Knowledge of government procurement processes, customer service/call center processes and distribution concepts a plus.
  • Ability to work independently, taking appropriate actions in accomplishment of duties and projects, is necessary.
  • Ability to organize and manage assigned projects and delegate to project members as appropriate is necessary.
  • Strong attention to detail required.

Three (3) to five (5) years of experience in E-Commerce, as well as related projects and initiatives. Minimum 3 years experience with Oracle platform applications, Oracle BICS/OACS, and an Oracle environment are necessary. A minimum of six (6) years of work experience in a business environment required.

Travel May required some travel up to 5%.

Specific Duties and Responsibilities


  • Lead website projects for NPAs, state agencies and other E-Commerce initiatives
  • Responsible for developing departments data reporting requirements and dissemination
  • Make changes to the AbilityOne websites web pages such as descriptions, prices, etc.
  • Improve websites search engine, optimizing performance to meet commercial standard functionality.
  • Develop reporting capabilities for customer, product data, sales and order workflow.
  • Coordinate Oracle BICS/OACS reporting with E-Commerce needs
  • Coordinate with marketing team on obtaining product additions, deletions, descriptions, and images.
  • Pro-actively identify, propose, and schedule ongoing improvements, while maintaining a log of approved proposals with timelines and progress for each.
  • Assist in sourcing and re-sourcing items from wholesalers and associated agencies
  • Assist the NY State Preferred Source Program with website as needed

Finance & Accounting:

  • Ability to troubleshoot and resolve various pricing issues
  • Maintain integrity of all price lists and the approved supplier lists in Oracle EBS
  • Responsible for the quarterly price and item list updates with wholesalers, NPAs, GSA, GSA Schedules, and OCC Website
  • Generate the quarterly IFF sales reports and IFF sales uploads to GSA Finance website, coordinating with NIB Finance for payment
