Job Description Oversee and manage all phases of contract program(s) from inception through completion, and responsible for scope, cost, schedule and technical performance. Responsible for oversighting staffing contract requirements, ensuring personnel meet or exceed the required qualifications, and ensuring high performance, timely quality deliverables, and responsive services and support at customer site(s). Acts as the primary MCIA, Quantico, VA customer contact for program activities, leading periodic program review sessions with customer to discuss cost, schedule, and technical performance. Establishes milestones and monitors adherence to master plans and schedules, identifies and mitigates program problems and risk, and delivers timely, high quality response, products/deliverables, and solutions with provided resources to meet scope and quality requirements.Required Education, Experience, & Skills Education: BS degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business. Must have Project or Program Management Professional Certification or Certified DAWIA Level 2 or 3 in Program Management.
Experience: Fifteen (15) years of technical experience in Intelligence Analytical support for all Intelligence factions to include: Equipment Support, System Support, and Programmatic Support. Eight (8) years of Program Management experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning. Five (5) years as manager of All-Source analysis efforts. Experience may be achieved simultaneously. Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
Security Clearance: Top Secret (TS) clearance with ability to obtain and maintain SCI access and in scope CI polygraph.
Strong knowledge and experience working with U.S. Maine Corps Intelligence support operations.
Successfully managing contract tasks and deliverables within cost, schedule and performance requirements, and proactively interfacing with Government customers.
Excellent contract financial acumen. Proven success in managing large contracts ($30M+/year) within cost, schedule, and scope.
Capture management, proposal management, and related business-winning activities to support annual buisness growth.
Experience in overseeing and approximately 150 FTE to include direct reports, large team of subcontractors, and provide mentorship for professional and leadership development.
Meticulous documentation and delivery of CDRL deliverables, and experience in providing contract status reporting to internal senior leadership at Periodic Performance Reviews, and to customers during program management reviews and status reporting meetings.
Must have excellent verbal and written communication skills.
Expertise in Microsoft Office suite, and project management tools.Preferred Education, Experience, & Skills
