Job Description
This position will be responsible for BAE Systems, Ordinance Systems Inc. Government Property Management Business System with supervisory responsibly at a Government Owned – Contractor Operated (GOCO) facility. The successful candidate will be responsible for a broad range of government property oversight matters to included administrative control, Real Property management and accountability of BAE Systems Government Property in all life-cycle processes, including acquisition, distribution, maintenance, utilization, replacement and disposal.
Primary duties and responsibilities include:
Lead a diverse group of property management professionals and is the focal point for new projects, customers and company management on topics related to contract property management.
Oversee the Government Property Management Business System, CARs and Root Causes/Corrective Action process.
Demonstrated ability to Interpret Federal Acquisition Regulations (FAR) and supplements, contracts, Standards for the Guiding
Principles of Property Management and Cost Accounting Standards (CAS) as applied to property acquisition, use and disposition.
Responsible for providing guidance and training to property employees and company personnel on the application of the property management business system processes, interpretation of laws and regulations and FAR 52.245-1 compliance requirements.
Demonstrated ability to develop and or improve processes and systems.
Ensure the maintenance of auditable records of government-owned property located at the facility and associated vendor/subcontractor facilities or other alternate sites. Maintain auditable backup data and files e.g. Loss, Theft, Damage or
Destruction of property (LTDD); report applicable property in the Item Unique Identification (IUID) registry; and reports of inventory and Plant Clearance cases.
Experience in developing property management related policies and procedures, including management systems that can measure and sustain compliance.
Work with management teams within the business unit and sector to develop innovative solutions for complex processes and issues.
Develop strategies, testing and analysis methods for more complex problems with limited guidance from management.
Prepare and/or manage budget estimates.
(This is a Hybrid role but the candidate must be local to Radford, VA)
Relevant Bachelor’s degree or equivalent plus 8 years’ experience, including 5 years as in property management and 2 years of leadership experience; equivalent combination of education and experience is acceptable.
Solid working knowledge of FAR part 52.245-1 and 45, DFARS part 245 and other contract clauses impacting government property. Equivalent education and experience acceptable.
Writing skills must be adequate to write procedures implementing FAR/DFARS changes and make the necessary reports and correspondence.
Good working knowledge of in-plant managerial relationships and operations.
Excellent interpersonal and influencing skills to interface with government representatives and internal departments.
Ability to exercise discretion and independent judgment.
Ability to communicate effectively both orally and in writing.
Good planning, time management and organization skills.
Sound interpersonal skills used when interfacing, coordinating, and negotiating with company personnel, customers, and suppliers.
Ability to use computers to prepare appropriate reports and documents.
Proficiency in use of word processing, spreadsheet, and database development programs (such as Word, Excel, ERPs, and Access).
Ability to make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.
Ability to develop/demonstrate research and presentation skills.
Bachelor’s degree with 10 or more years of progressive experience, 3 of which in a supervisory/management capacity.
Prefer knowledge of UID Registry and DCMA Etools.
Certification in National Property Management Association (NPMA).
Prefer Experience in a Defense Contracting environment.
Excellent computer skills, as well as written and verbal communications skills.
Ability to manage and lead a team of employees.
