Leidos currently has an opening for a Safety/Occupational Health Engineer in our Pueblo Field Office in Pueblo Colorado. This is an opportunity to apply your safety education, training and insight to a mission of national importance and gain significant experience in safety oversight of high hazard process operations and facility decommissioning. In this position, you will support the Assembled Chemical Weapons Alternatives (ACWA) program in evaluating and assessing operational procedures, reviewing personal protective equipment (PPE) use and processes and behaviors to ensure compliance and identify areas of improvement and refinement. The successful candidate will provide technical input associated with the identification and analysis of occupational hazards associated with chemical process operation of equipment used in the chemical agent munitions demilitarization activities and oversight for planning and operations for facility decommissioning and closure. This role is responsible for promoting worksite and/or product safety in this high hazard environment by applying knowledge of industrial processes and industrial health and safety laws to protect personnel and the public.

Primary Responsibilities

The successful candidate will be the Senior Safety Subject Matter Expert for the Leidos team and provide safety support to PCAPP, a chemical agent munitions demilitarization operation, working with a team to ensure procedures and strategies, and workforce compliance are consistent with maintaining the safety of the workforce and surrounding public.

The Safety Engineer will work as part of a technical and administrative team supporting the government oversight of the operating site.

Safety oversight of the operation includes routine observation and engagement in overseeing the planning and execution of the operational process employing a workforce of approximately 1000 personnel. In this role, the Safety Engineer shall perform document reviews, conduct technical research, and provide technical input associated with the plant operating contractor activities to provide the necessary information for the Government to perform their oversight mission ensuring safe and effective operations are carried out at this 24/7 hazardous process operation.

Perform project related safety and occupational health activities as determined to be required, and/or specified by the Leidos Lead and government PCAPP field office team.

The following activities are included as typical work efforts but can vary based on the needs.

  • Review the SC's operational plans and procedures for compliance with Army, programmatic and Occupational Health and Safety Act (OSHA) requirements. The result of this review shall be provided as technical input to support the Army’s oversight mission to maintain outstanding safety performance.

  • Review safety and occupational health documents prepared by and carried out by the operating contractor to assure their compliance with Standing Operating Procedures (SOPs), training documents, design changes, and Engineering Change Proposals (ECPs). These reviews shall ensure proper configuration management procedures are being followed. Additionally, the candidate shall become familiar with the various site risk assessment and site safety plans. This includes the annual Multi-Pathway Health Risk Assessment, and the Site Safety Submissions.

  • Attend and participate in meetings that address safety and occupational health issues. This includes development of new procedures, after action reviews, root cause analyses and other emerging technical and operational challenges. This shall include engaging in dialogue and providing technical input and expertise during the meetings.

  • Though established surveillance schedule, verify the operating contractor is providing ongoing evaluation and support (self-reporting) for maintaining OSHA Voluntary Protection Program (VPP) Star Status.

  • Provide technical input regarding operating contractors work activities to assure compliance with approved safety plans, directives, and approved procedures.

  • Recommend policies and processes or changes to polices and processes to maintain safety of the workforce and surrounding public.

  • Participate in development and review of facility decommissioning plans and procedures. At the conclusion of munitions destruction operations, the plant will be decommissioned, decontaminated and disassembled, requiring development of first-of-a-kind processes. Analysis of the hazards to ensure safety considerations are incorporated in closure operations will be a prominent role of this position after operations concludes.

Basic Qualifications

  • Requires a Bachelors Degree in engineering or a health related discipline. Five years’ relevant safety experience may be considered in lieu of the degree requirement.

  • Minimum of 8 years relevant experience required.

  • Requires eight years' experience in occupational health and safety role (or M.S. with six years’ experience), five of which are in a hazardous chemical waste operation.

  • Requires 3 years' experience with Army/DoD safety policies and regulations.

  • Working knowledge and proficiency in the concepts, principles and practices of the safety and occupational health disciplines.

Preferred Qualifications

  • Certified Safety Professional (CSP)

  • Direct experience with OSHA, DDESB, NFPA and NEC safety regulations, policies and processes.

  • Must be able to work in a team-based environment and demonstrate flexibility to adapt to evolving program operational focus.

  • Must have the ability and desire to initiate and execute new projects.

Pay Range:Pay Range $94,250.00 - $145,000.00 - $195,750.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
