Job Description BAE Systems is seeking a Deputy Program Manager to join our Cyber Range Operations team supporting the Department of Defense (DoD) National Cyber Range Complex (NCRC). This facility supports the Test Resource Management Center’s (TRMC) mission to provide realistic cybersecurity environments for test and evaluation of major DoD acquisition programs and to enable the conduct of realistic training and certification events for the DoD Cyber Mission Force. The NCRC facility may also support non-DoD customers such as Department of Homeland Security (DHS), industry, academia and international partners. The successful candidate will serve as a Deputy Program Manager at the Orlando, Florida site.

The Deputy Program Manager shall provide high quality technical project management support to achieve customer cybersecurity requirements. Manages, coordinates, plans, organizes, controls, integrates, and executes a projects or collection of projects. Ensures achievement of financial, schedule, technical, and new business performance objectives. Participates in the support of new business and in the development of financial plans for the company. Models and demonstrates strong leadership in ethics, safety and security. Direct people-management responsibility is typically required for


  • Assist the Program Manager with the coordination of all contract activities, including employee and stakeholder engagement, cost management, contract performance management, and quality assurance activities
  • Design, develop, oversee and manage the day-to-day execution aspects of current and future projects while serving as a liaison between program management and government customers
  • Review requests for Organizational Conflicts of Interests (OCI), support development of OCI Mitigation Plans as appropriate, and participate in the Corporate OCI Screening process
  • Responsible for providing advice and mitigation regarding any OCI matters to program manager and program personnel and for dis-positioning potential OCI's with the internal and external stakeholders
  • Administratively prepare, provide, track, and maintain status of CDRLs pertaining to contractual efforts
  • Manage baseline budgets
  • Manages schedules and prepares status reports for review to customers
  • Assesses project issues and develops resolutions to meet cost, schedule and performance objectives
  • Develops mechanisms for monitoring project progress and for intervention and problem solving with program managers and customers
  • Assists in producing or reviewing documents for program office use that support the breadth of the projects acquisition and lifecycle sustainment
  • Assist with contract staffing processes, to include working with multiple stakeholders to ensure sufficient candidates are identified, vetted, and onboarded efficiently
  • Collaborate with BAE Systems’ functional elements as require
  • Must be able to take initiative and manage and balance multiple competing or complimentary requirements
  • All other duties as assigned
Required Education, Experience, & Skills
  • 12+ Years with HS, 10+ Years with AA, 8+ Years with BS, 6+ Years with MS; cyber security and/or intelligence experience
  • Prior experience in project/event management is desired
  • Project Management Professional (PMP) certification
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level II or higher in DoD Acquisition
  • Microsoft Project Experience
  • Familiarity with IMP/IMS, WBS, and control account structure and earned value analysis
  • Proven experience with analyzing business process or process documentation to identify areas of improvement and efficiency
  • Ability to work well independently and as a member of a team
  • Demonstrated ability to be a self-motivated team player
  • Possession of excellent oral and written communication skills
  • Possession of excellent teamwork and interpersonal skills
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions
  • Active Secret clearance with ability to receive TS/SCI eligibility
Preferred Education, Experience, & Skills
  • Bachelors degree with 8+ years of experience
  • PMP certification
  • Experience using support applications/databases including Microsoft Office Project, Word, Excel and Access
