Optum Bank seeks a highly motivated Chief Credit Officer (CCO). The primary responsibility of this role is to lead credit and portfolio risk management for Optum Bank.

Reporting to the Bank President, the CCO leads the credit function across Optum Bank credit products including providing enterprise-wide risk management, credit risk management, risk governance, and oversight related to the 1) commercial loan portfolio (commercial real estate, working capital, and other), 2) consumer portfolio, 3) other consumer or health care provider loans.

Optum Bank, with the help of the CCO will expand further into consumer and commercial lending business. The CCO serves as a member of the Bank executive leadership team and leads the Bank Credit team and is a key member of the Bank Asset Liability, Management, and Risk Committees.

As a key member of the bank’s senior management team, the CCO will assume a vital role in defining and executing the bank’s strategic vision by developing and maintaining the bank’s credit management frameworks, including significant policies, processes and systems used to manage risk exposures, as well as risk measurement methodologies and approaches to stress testing.

Primary Responsibilities:

  • Evaluates and assesses framework for new bank credit products, services, and systems
  • Establishes, maintains and executes the bank's credit risk appetite and credit practices
  • Contributes and supports the development of programs, products, policies, and procedures that align with the overall strategic direction, annual business plan, and budget of the bank
  • Partners with marketing, finance, and operations teams to ensure adherence to risk appetite and credit risk management framework for appropriate risk-adjusted returns
  • Develops, manages, and monitors all risks associated with all new and existing programs, projects, and activities related to lending including consumer, commercial, and equipment leases
  • Deliver overall approval and funding volume while ensuring quality and consistency relative to performance targets
  • Deliver initial credit quality and early-stage portfolio results, as well as collection effectiveness and results, and deliver losses to budgeted levels
  • Responsible for systems, processes, and procedures executed by Optum Bank originations and servicing team members, while establishing and maintaining strong control, including consumer credit, and funding authorities, and ensuring appropriate internal and external system controls. Responsible for the same with respect to Bank products which are all or partially outsourced, such as residential mortgage and deposit
  • Partner with Optum Financial leadership, IT, and external vendors to deliver comprehensive system solutions that meet the needs of company credit and market needs and also champions projects designed to maintain, enhance, and replace systems that are utilized to deliver consumer bank products
  • Implement and monitor complex credit processes, systems, policies, and procedures, and change management ensuring accurate compliance with current requirements, and all internal and external banking regulations and standards

Conduct Credit Risk Decision Analytics and for Loss Forecasting and Calculation for the Current Expected Credit Losses (CECL) for all bank products:

  • Responsible for Decision Analytics throughout the lifecycle of all products, including analytics which drives decisions and automated decisions in Originations, Collections, Fraud, and Portfolio Management
  • Develop analytical reports and presentations for senior management, executive committees, and regulatory exams
  • Build and execute the new Quality Control program to oversee credit, funding, collections, and extension activities, including establishing standards, scorecards, and design and testing of automated QC through AI/ML, reporting and monitoring
  • Maintain current awareness of and ensure compliance with banking laws, regulations, and internal policies and procedures
  • Collaborate with Compliance to manage exams and regulatory relations and ensure Compliance goals are implemented and monitored through the QC process

Management and Coaching:

  • Lead and provide strategic direction to direct reports and other Optum Bank team members responsible for credit administration and management (in the first line of defense and control functions)
  • Recruit, train, coach, develop, and grow the team

Required Qualifications:

  • Bachelor's degree (or higher), or equivalent professional work experience
  • 8+ years of leadership experience in risk management and credit functions at a large financial institution, including commercial and consumer credit lending products
  • Worked with Fintech’s directly or indirectly on managing credit risk and risk management
  • Demonstrated success in managing risk policy/strategy in connection with new lending products
  • Demonstrated ability to lead transformational change, including developing vision, end state, and strategy/roadmap to reach the end state
  • Broad knowledge of risk management practices and experience in developing an effective risk management system
  • Ability and willingness to travel up to 20% of the time

Preferred Qualifications:

  • Experience building and implementing credit risk program
  • Experience managing high levels of change
  • Experience partnering with varying levels of stakeholders across the organization
  • Experience with complex data analysis used to inform management reporting
  • Ability to prepare and deliver complex data in a way that is concise/ understandable
  • Expertise in problem solving, root cause analysis, issue management or similar experience in continuous improvement of processes, controls, and strategic solutions
  • Critical thinking when evaluating controls and risk management routines

Colorado, Connecticut or Nevada Residents Only: The salary range for Colorado/Connecticut/Nevada residents is $134,200 to $257,700.
