Position Description:

FUNCTION:

Essential functions of the position includes, but are not limited to the following:

Under minimal supervision of a Utilities supervisor, performs/coordinates, tests, maintains, calibrates, monitors, troubleshoots, installs, generates written reports and audits power plant instrumentation and electrical equipment. In compliance with operating procedure, Company and government regulations, and good manufacturing procedures, assures the quality of our products and services are of the highest purity.

EQUIPMENT:

All general hand or power tools, instruments, test equipment, computer terminals, and all other equipment necessary for the operation and maintenance of central plant steam, power generation, medium voltage grid, and auxiliary support systems.

DUTIES:

1. Supports powerhouse operators in monitoring, upkeep, and resolving technical problems concerning the operation and maintenance of power plant electrical, control and mechanical systems.

2. Maintains, calibrates, troubleshoots, repairs, and/or coordinates repair of power plant control systems and associated instrumentation, including electronic, fiber optic, pneumatic, solid state, and microprocessor-based equipment, and systems associated with power generation, distribution and control.

3. Maintains calibrates, troubleshoots, test operates, repairs and/or coordinates repair of power plant/emergency generation equipment/components including generators, engines, turbines, boilers, pumps, compressors, actuators, motors, relays, transducers, switchgear, UPS, and general electrical components. Maintain, repair and adjust all natural gas and steam regulating stations, as well as all pneumatic and electrically operated control valves.

4. Uses tools and equipment common to the power generation industry to perform any necessary work involving electrical, mechanical, and instrumentation modifications/installations— for example, power feed/control wiring, raceway installation, terminations, and equipment/device changes and mounting. Perform all work with guidelines of Our Company and NEC.

5. Develop, write, debug & implement computer programs and graphics for control, monitoring, alarming, data acquisition and safety shutdown systems on boilers, turbines and generators. Alters, adjusts and modifies power plant instrumentation and power control systems to meet changes in operating conditions.

6. Performs preventative maintenance and calibration work on the electrical, fiber optic, electronic, and pneumatic instrumentation and control systems of the power plant.

7. Troubleshoots, calibrates, maintains and repairs all substation protective relays, transducers and metering equipment.

8. Locates and remedies trouble on any circuit by performing standard electrical/electronic/pneumatic test procedures. Performs load tests as required. Takes appropriate corrective action.

9. Possesses thorough knowledge of industry standard safety equipment and procedures for working safely on and around energized circuits and equipment.

10. Maintains, calibrates, troubleshoots, repairs, and/or coordinates repair of emission monitoring/control equipment. Employs a personal computer and proper programming techniques to build a database and generate emission reports and emission history required by the Pennsylvania Department of Environmental Resources (DER) as stated in the Continuous Source Monitoring Manual. In order to ensure the reports contain all the necessary information required by the DER, an understanding of the Federal Clean Air Act and DER regulations pertaining to S02, NOX, and opacity emissions, monitoring and testing is required.

11. Performs predictive maintenance on power plant system equipment including voltage waveform, infrared and vibration analysis.

12. Designs, updates, and implements control schemes for the control, automation, and monitoring of power plant equipment. Develop procedures for Powerhouse Operators. Provides input to design specifications. Calculate primary element data for flow metering instruments, and calculate and verify level transmitter calibration head data. Interfaces with vendors to assure that the instrumentation and control portion of projects meet the needs of the power plant.

13. Performs other duties as necessary to ensure that the quality and quantity of service provided meets proper operating conditions throughout the area.

14. Keeps area neat and clean.

15. Provides assistance to our Company's Environmental group, Pennsylvania Department of Environmental Resources, and independent emissions testers in the performance of Continuous Emissions Monitoring System audits and annual Relative Accuracy Tests.

16. Makes changes to existing blueprints, logic ladder diagrams, process logic diagrams, and P&ID’s producing a red line and/or completed document.

17. Ensures that test equipment is maintained with certification providing traceability to NIST standards. Updates test equipment files with most recent certification and reviews test equipment repair history in order to prevent plant equipment malfunction caused by the usage of faulty test equipment.

18. Maintains power plant equipment calibration/repair files on all transmitters, actuators, pressure, level and temperature devices, analyzers and monitors. Update files to reflect modifications and adjustments made to equipment as required by operational changes.

19.Conduct routing tests of all safeguard and emergency safety shutdown systems on all boilers, turbines, generators & engines to assure proper and safe operation as required by Our Company AXA XL and/or Factory Mutual standards.

20. Utilize infrared thermal measurement and imaging equipment video printers, monitors and digital imaging equipment to conduct thermographic analysis of turbines, boilers steam and condensate distribution systems and electrical equipment. Develop baseline, as well as historical data on all powerhouse and cogeneration systems to aid in predictive and corrective maintenance.

21. Operate and maintain the computerized control systems for the power plant. Troubleshoot and repair the system. Install additional hardware to meet the increasing growth of the powerhouse. Upgrade existing systems by installing firmware and software packages. Perform routing back-ups of the control system programs and control graphics.

Position Qualifications:

Education Minimum Requirement:

  • Associates degree in Science of Technology with successfully completed coursework coving electricity, PLUS electronics and/or industrial instrumentation and controls.

  • OR

  • Graduate of an instrumentation curriculum from an accredited technical institute or Military training with successfully completed coursework covering electricity, electronics and both mechanical and electronic instrumentation and controls.

  • OR

  • Completion of a 4-year instrument, electronics apprentice program, including work on electronic/electrical and mechanical control system.

Required Experience and Skills:

  • Within the last 10 years, a minimum of 4 years full time experience (8,000 hours) as an instrumentation technician with a broad spectrum of first hand experience in troubleshooting, maintenance, and repair at a power generating facility.

  • Must demonstrate an adequate level of competency in troubleshooting, maintenance, and repair of boiler combustion/turbine controls (pneumatic and electronic), computer controlled instruments, switches, monitoring equipment, electrical distribution equipment, motor controls, microprocessor based electronic circuits, electronic test equipment, computer mathematics, logic symbols and equations, distributed control systems, process control theory, CEM systems and emissions regulations.

Preferred Experience and Skills:

  • Experience with gas turbine controls, boiler combustion, control tuning and familiarity with analytical instruments.

All general hand or power tools, instruments, test equipment, computer terminals, and all other equipment necessary for the operation and maintenance of central plant steam, power generation, medium voltage grid and auxiliary support systems. (Some examples of tools and equipment used, but not limited to are: digital clamp on ammeter, digital multimeter, dead weight tester, precision resistance decade calibrator, thermocouple calibrator, smart transmitter interface, oscilloscope, fiber optic power transmitter and receiver, combustion analyzer, opacity calibration systems, and oxygen and analyzer calibration systems.

SPECIAL SKILLS OR ABILITIES:

  • Ability to read blueprints, drawings, etc.;

  • analyze equipment problems and take appropriate corrective action,

  • manipulate computers to input or retrieve information as necessary.
