The Specialist, Contractor Management Safety will report to the Contractor Management Safety Lead and collaborate with the Operational Safety Team. This professional will be required to leverage technical, contractor, and operational safety experience launching and sustaining a contractor management program which includes contractor qualification, selection and management focused on contractor management, contractor liaison and contractor auditing responsibilities in support of the Global Safety & Environment Standards for Contractor Management.
The Contractor Management Safety organization will be responsible for proactively enhancing the Site’s contractor safety culture and audit preparedness through delivery of world class training and program integration and coaching with sitewide contractors in Capital Project Engineering, Facilities Engineering, Global Engineer Solutions, Laboratories and Maintenance to perform compliant work in the areas of construction, capital projects, maintenance and repair and utility and support system operations, agency contractors and general service contractors.
Ultimately, key performance indicators for this position will be realized by significant and sustained reduction in contractor related safety incidents, injuries, and safety related contractor audit findings.
They will partner with operations to develop objectives to achieve these goals in alignment with site business goals and values.
Responsibilities
Coach operations leaders to enable them to successfully implement the safety and environmental program | Monitor compliance to EHS programs, track metrics and communicate status
Advise the organization of regulatory agency compliance changes and their impact to the EHS program and organization
Develop productive working relationships with federal, state and local authorities, technical and industrial groups and consultants to keep abreast of pending requirements and interpretations of existing rules | Maintain liaison with outside organizations, peer companies and agencies as necessary to assure compliance and communication in the areas of emergency response, mutual aid, regulatory bodies, professional societies, and industrial groups
Prepare, coordinate and present environmental, safety and industrial hygiene, process safety, emergency response and/or security training
Identify EHS program and training improvement opportunities | Develop enhanced EHS procedures, guidelines and training programs
Analyze safety metrics and review incidents weekly and monthly to identify incident trends | Communicate trends to leadership
Utilize the audit strategy to ensure regulatory and corporate EHS program compliance
Utilizes department-specific IT systems related to EHS, providing project management to third party vendors when necessary
Ultimately, key performance indicators for this position will be realized by both significant and sustained reduction of overall safety incidents, zero injuries, and zero Contractor Management related audit findings
Demonstrated experience in change management and cross organizational collaboration
Education Requirement
Bachelor degree or higher with a concentration in Safety, Environmental, Science, Engineering or related technical discipline and two (2) years of experience OR
Master Degree with one (1) year of related experience OR
High School diploma and ten (10) years of related experience OR
Four (4) years of related military experience.
Experience and Skills
Required
Professional work experience in Environment, Health & Safety (EHS), project management, engineering discipline including Operational Safety experience in a contractor management environment
High Risk Work Permitting and Regulations (Ex: Electrical, Confined Space, Elevated Work, Lock Out Tag Out, Line Breaking, Crane Operations, and Hazardous Energy Control)
Construction Site Safety and Inspections
Workflow and Project Management
Proactive Risk Management and Reduction | Process Safety Management and Operational Safety & Health Regulatory Compliance
Contractor management
Managing and developing talent
Assessing and managing to DEP, EPA and OSHA regulations
Demonstrate strong project management techniques
Strong analytical skills with demonstrated problem solving ability
Developing and managing EHS program, training and systems
Effective written and verbal communication skills, including comfort interfacing with site leaders
Ability to develop and implement department goals and strategies
High level of interpersonal skills to work effectively with others
Preferred
Contractor Management operational programs
Development of Adult Learning training in the area of Contractor Management
Implementing lean principles and process improvement in an operational environment
