Senior Program Manager, Non-Retail Construction

Job Summary

This position is a key liaison with an enterprise-wide view supporting all internal business owners requiring deployment of Non-Retail Construction assets inclusive of Class A office space, micro-fulfillment centers, call centers, distribution centers and regional and area offices across the country. Provides thought leadership and best in class program and construction management. Leads multiple teams of internal and external project managers and vendors to execute against capital plans while delivering best in class results. Develops and implements strategies to maintain the highest degree of execution while also minimizing impacts on operations and the capital budget.  Creates solutions that lead to improvements in processes and increased return of capital invested.

Job Responsibilities

  • Develops, and manages facilities program organizational effectiveness, capital budgets, and the reduction of program management costs. Tracks progress and communicates completion to program stakeholders and company leadership.. Turns approved strategies into actionable goals and implements plans to meet expected outcomes.
  • Plans, develops, organizes, guides, implements, tracks and controls 1000s of capital projects ($100+ million) per year. Ensures project management systems are implemented and utilized to control projects. Ensures ROI effectiveness through research of needs and decision of what is capital and what is not.
  • Manages the entire cycle of facilities program process from inception to completion of projects in accordance with company standards/requirements, effective utilization of resources of funds, time, people and technology.
  • Collaborates with procurement and other end users to corroborate and meet their facilities program capital investment needs.
  • Collaborates with the Procurement team to obtain best value of products and services for facilities operations.
  • Develops and guides establishing Best Practice and Best In Class facilities program strategies, policies and procedures in collaboration all stakeholders in the field to minimize costs.
  • Supports the Tax and Rebate Team to secure and maximize available monetary incentives from utilities and/or federal/local governments.
  • Supports the facilities with disaster response and disaster restorations.

Basic Qualifications
  • Bachelor’s degree and at least 4-yrs. of experience in process improvement OR a High School diploma/GED and at least 7-yrs. of experience in process improvement.
  • Experience managing construction budgets in excess of $20M
  • Experience with project management (for example: planning, organizing, and managing resources to bring about the successful completion of specific project goals and targets)
  • Experience in diagnosing, isolating, and resolving complex issues and recommending and implementing strategies to resolve problems
  • At least 2-yrs. of experience in indirect management of team members, including assisting in the development, training and assignment of work/projects to other team members.
  • At least 2-yrs. of experience contributing to financial decisions in the organization.
  • At least 2-yrs of direct guidance, indirect guidance and/or cross-functional team guidance.
  • Willing to travel up to 20% of the time for business purposes (within state and out of state).

Preferred Qualifications
  • Bachelor’s degree and at least 5 years of experience in construction project or program management OR a High School diploma/GED and at least 10 years of experience in construction project or program management
  • Master’s degree / MBA
  • Experience reading and understanding architectural, civil and MEP drawings which advanced knowledge of construction costs and entitlement processes.
  • Experience mitigating risk
  • At least 7-yrs. of experience in process improvement
  • At least 4-yrs. of experience managing people, including hiring, developing, motivating, and guiding people as they work
  • At least 3-yrs. experience managing national programs with a major retailer or healthcare organization, owning program oversight of the program budget, implementation teams and communication to vendors and store operations.
